The Office of Environmental Assistance and Protection (Office) is responsible for enforcing the National Emission Standards for Hazardous Air Pollutants (NESHAP) regulations (40 CFR Part 61, Subpart M) within Forsyth County as stated in Rule 3D-1110. and Rule 3Q -0101. of the Forsyth County Air Quality Control Ordinance and Technical Code.

The information provided on this webpage is specific to rules governing asbestos under NESHAP. An accredited asbestos inspector or the North Carolina Health Hazards Control Unit (NCHHCU) should be consulted to ensure compliance with other federal and state rules governing worker safety and other asbestos exposure requirements.

Asbestos in Your Single Family Dwelling

  • Disturbing asbestos containing material in an owner occupied dwelling does not require a permit by the Office. The NCHHCU requires prior notification; please contact NCHHCU for more information. However, homeowners should be aware of the risks associated with disturbing asbestos containing material. Please contact the Office at 336-703-2440 or via email, asbestos@forsyth.cc.

Asbestos Permitting in Forsyth County: Demolition and Renovation

As a contractor overseeing renovation or demolition activities in Forsyth County, it is your responsibility to ensure all necessary state, local, and county notifications and permits are obtained prior to beginning the activity. Please contact the Office for further assistance.

  • The Office permits all demolition activities according to the NESHAP regulations in Forsyth County.
  • The Office also permits renovation activities where regulated asbestos containing material (RACM) will be disturbed or removed. Please contact the Office with questions about RACM.
  • Failure to comply with these federal regulations can result in substantial penalties - up to $25,000 per day per violation.​ The owner of the facility, contractors, and sub-contractors involved in any demolition/renovation activity is subject to these regulations, regardless of their involvement in that activity.
  • At least ten (10) working days prior to the demolition or renovation start date, a completed application/notification form (Form) shall be submitted to the Office. 
  • For demolition of a facility, this Form is required even if the structure contains NO ASBESTOS MATERIAL or any amount of asbestos materials.
  • Once a completed application is received by the Office, Office staff will contact the applicant to schedule an initial inspection. A permit will be issued based on a review of the application and the findings of the inspection. A permit shall be obtained prior to initiating any demolition or RACM renovation.
  • Where revisions to the initial notification occur, including when the amount of asbestos affected changes by at least 20 percent, a revision notification form shall be submitted. Some revisions require notification by telephone (336-703-2440) as soon as possible. Please contact the Office with any questions.

Permit Notification Application

  • An Asbestos Notification Form for renovating a facility with RACM and the demolition of a facility shall be submitted at least ten (10) working days prior to beginning the activity. The NCHHCU also requires prior notification; please contact NCHHCU for more information.

Revised Permit Notification

  • A Revised Permit Notification Form is required where any information on the initial notification changes. For example, the start/completion dates change is considered a revision. Other examples include a change in the contractor, owner, and disposal site. Please contact the Office if you have any questions about revision notifications.
